The Surveys of Enacted Curriculum (SEC) offer a practical method for collecting, reporting, and using consistent data on instructional practices and subject content taught in classrooms. Surveys are now available for English language arts and reading, mathematics, and science (K-12). The survey instruments and reporting tools provide an objective approach for schools, districts, and states to analyze instruction in relation to content standards.

NCLB required WKCE-CRT: The testing window is October 24 - November 25, 2005 , at grades 3-8 & 10 in reading and mathematics. Testing in the other content areas previously tested continues at grades 4, 8, and 10. http://www.dpi.state.wi.us/dpi/oea/wkce-crt.html

NAEP

For NAEP reading, nine-year-olds' average reading score in 2004 was higher than in any previous year.  White, Black, and Hispanic nine-year-olds' average reading scores increased between 1999 and 2004 by 5, 15, and 12 points respectively.  

In 2004, the average reading score of 13-year-olds was higher than the average score in 1971, but the difference between 1999 and 2004 was not statistically significant. The national average for 17-year-olds showed no statistically significant difference between 2004 and 1999 or 1971. 

For all age groups, the White-Black score gap in NAEP reading was smaller in 2004 than in the first assessment year, 1971.

READS

Reading Excellence and Demonstration of Success (READS)

Discretionary special education funding is used to reduce special education referral rate and improve reading performance in order to close the achievement gap. Competitive grants are in process of review. http://www.dpi.state.wi.us/reads/readsnew.html

Striving Readers

Striving Readers is a new discretionary grant program, authorized in December 2004, aimed at improving the reading skills of middle and high school students who are reading below grade level. Striving Readers will support the implementation and evaluation of research-based reading interventions for struggling middle and high school readers in Title I eligible schools at risk of not meeting adequate yearly progress requirements under NCLB and/or that have significant percentages or numbers of students reading below grade level. According to the U.S. Department of Education (USED) Web site, the application for Striving Readers grants is expected to be available July 2005. USED estimates that 24-48 grants will be awarded. The program is funded at $24 million for this fiscal year. The President is requesting that Congress provide $200 million for the program in FY 2006.
